This report presents the Committee on Climate Change’s advice on the new Scottish Climate Change Bill. The report advises the Scottish Government on a range of issues including:

  • How the new Climate Change Bill may look
  • The potential level of ambition for new Scottish climate targets (with two corresponding options of either an 80% or 90% reduction in emissions on 1990 levels by 2050), and
  • Potential changes to the accounting framework used to measure emissions
