This is letter from Chris Stark, Chief Executive of the Climate Change Committee, to Chris Thompson, Director for Net Zero Strategy at the Department for Business, Energy and Industrial Strategy, about the inclusion of Nitrogen Trifluoride (NF3) as a targeted greenhouse gas.
2. Key messages
- This move to include NF3 within the basket of gases is in line with the standard international reporting practice that has been in place for some years now. We therefore support its inclusion within the targets under the Climate Change Act, to bring the provisions of the Act up to date with best practice internationally.
- As you set out, while NF3 is a potent greenhouse gas, the very low volume of emissions means that it makes a relatively very small contribution to the UK’s overall emissions (<0.01 MtCO2e annually, compared to overall UK emissions of over 400 MtCO2e/year). Its inclusion in carbon budgets does not make any meaningful difference to the challenge of meeting them and can therefore be undertaken without any changes being required to the levels of the legislated targets.
