This report accompanies the Committee on Climate Change’s 2017 Report to Parliament – Meeting Carbon Budgets: Closing the policy gap. It was written by Pöyry Management Consulting and Imperial College London.
The report sets out a roadmap for improving the flexibility of the UK’s electricity system in a way that is consistent with UK carbon budgets. It covers the need for flexibility, then identifies barriers and proposes approaches to overcome them for:
- ensuring efficient investment decisions
- managing greater complexity in the system
- supporting innovation
- ensuring effective consumer participation
