Understanding the UK Greenhouse Gas Inventory (NPL)

This research was commissioned to help inform the Committee on Climate Change’s 2017 report on Quantifying Greenhouse Gas Emissions. It was written by the National Physical Laboratory.

It provides supplementary material on the methodology used to produce the UK greenhouse gas inventory. The report:

  • provides an overview of greenhouse gas estimates and uncertainties in each sector and highlights trends and revisions over time
  • draws out key insights around issues of robustness and reliability and what this implies for monitoring progress in carbon budgets.
  • concludes that the UK Government and international community can have confidence in the UK greenhouse gas inventory, which has developed and improved over time
