This is a letter from Professor Piers Forster, Interim Chair of the CCC, to Minister Jones, Minister of State for Industry, in response to a request for advice on implementing the expansion of the UK Emissions Trading Scheme (UK ETS) to include engineered greenhouse gas removals (GGRs).
2. Key messages
The Committee recommends that engineered GGRs are added to the ETS. This should ensure reliable demand for engineered removals over time while also providing a mechanism for sectors with residual emissions to cover the cost of offsetting these with removals.
