Letter: Decision on whether to carry forward emissions

This letter sets out our advice on carrying forward emissions from the first carbon budget to the the second. Our assessment is that such carrying forward would increase the costs and risks associated with meeting longer-term emissions targets.

We set out principles under which carrying forward emissions would be appropriate, and an assessment against these principles, in the attachment to the letter.
