Methodology report – UK, Northern Ireland, Wales, and Scotland carbon budget advice

This methodology report sets out the analytical approach behind the Committee’s advice on:

• The UK’s Seventh Carbon Budget, published in February 2025.
• Northern Ireland’s Fourth Carbon Budget, published in March 2025.
• Wales’ Fourth Carbon Budget, published in May 2025.
• Scotland’s Carbon Budgets, published in May 2025.

It covers the cross-economy methodological approach that we take to developing the Balanced Pathway on which these advice reports are based, as well as detailing our modelling and assumptions for each sector.
