1. Outline
This is a letter from Professor Piers Forster, Interim Chair of the CCC, to Ms Jane Corderoy, Director of Climate Change Policy Division in Department of Agriculture, Environment and Rural Affairs (DAERA) of Northern Ireland. The letter is in response to a request for advice on the Northern Ireland Just Transition Commission draft Regulations, in line with the Climate Change Act (Northern Ireland) 2022.
2. Key messages
The Committee recommends that the following suggestions are reflected in the Regulations, in supporting documentation, or in the implementation of the Commission:
- Clarifying that the Commission’s goal is to support government in delivering Net Zero in line with the Just Transition principle.
- Focusing the Commission’s advice on a limited number of relevant economic sectors.
- Limiting its membership to a limited number of experts.
- Ensuring the Just Transition Commission for Northern Ireland has an established role to make formal recommendations to government.
