Rapid evaluation of the extent to which NAP3 addressed suggested adaptation actions in CCRA3 (ADAS)

1. Outline

This report is an external piece of analysis commissioned by the CCC from ADAS to help inform the CCC’s Independent Assessment of the Third National Adaptation Programme published in March 2024. This rapid evaluation by ADAS identifies actions for closing the UK’s adaptation gaps from the most recent Climate Change Risk Assessment, and assesses the extent to which they are addressed by commitments in the UK’s Third National Adaptation Programme (NAP3).

2. Key messages

  • Around two-thirds of actions identified from CCRA3 were addressed to some extent by NAP3.
  • The bulk of actions were either significantly addressed (27%) or minimally addressed (36%) with only 6% of actions scored as being fully addressed.
  • There are some notable differences in evaluation scores between the five CCRA chapter sectors.
  • Actions associated with risks scored as ‘more action needed’ in CCRA3 (the highest urgency score) had the highest percentage of actions addressed to some extent (70%).
