Understanding the tail of the electric vehicle transition (ERM)

1. Outline

To inform our advice on the UK’s Seventh Carbon Budget, the CCC commissioned ERM to assess the nature of the tail-end of the transition to electric vehicles (EVs) and consider how a range of policies might impact EV uptake in this group.

This report reflects the views of ERM and does not represent the views of the CCC.

2. Key messages

  • Supporting UK car and van consumers in the last phase of the transition to BEVs to make the switch sooner can both encourage a fairer transition and reduce road transport emissions.
  • For consumers who purchase second-hand and older petrol and diesel vehicles, BEV adoption and emissions reduction is slower, suggesting the need for additional policy support to accelerate the transition.
  • Policy packages which focus on increasing EV uptake as well as more even EV distribution can accelerate emissions reduction while effectively targeting Government support to overcome barriers to BEV adoption.
