The Net Zero Distributional Model – Methodology Report

1. Outline

The CCC commissioned Frontier Economics to develop an Excel-based model, called the Net Zero Distributional Model (NZDM), that can be used to assess the distribution of costs and savings to households and to the Exchequer under different low-carbon heat and transport policy scenarios to deliver Net Zero.

This report presents a detailed methodology developed for the NZDM, including the identification and modelling of policy instruments, the development of UK household archetypes, and the approach to modelling distributional impacts.

This model has since been updated for use in the CCC’s Seventh Carbon Budget advice report, as outlined in the Seventh Carbon Budget methodology report.
